A re-elected Labor Government will insource cleaning services at Canberra Hospital, North Canberra Hospital and our community health facilities, as well as food services at North Canberra Hospital.

A Labor Government will work closely with staff and the United Workers Union to prepare the workforce and transition these services to direct employment.

As a priority, we will establish a project team to begin preparation and transition, with the aim to commence an insourced model for these services from 1 July 2026.

Direct employment will deliver benefits for health services and workers.

Staff currently working under contract arrangements would be employed by the ACT Government under the ACT Public Service Infrastructure Services Enterprise Agreement – providing job security and better pay and conditions for some of the lowest paid workers in our health services.

The COVID-19 pandemic made it even clearer how essential these workers are to the running of our health system. We know they want to be part of the Canberra Health Services team through direct employment. Evidence shows that health systems with insourced cleaning services have lower rates of adverse outcomes and hospital acquired infections – so this is a win-win for workers and patients.

Labor will always support stable and permanent jobs because we know it benefits workers, their families and the entire community.
